This obtuse fool, Donald Fougere, thought he could jam his way into getting this guy to ID himself for no apparent crime. He is a dumb shit who doesn't care for the law. Paraphrasing his words 'I don't care what my peers or the Supreme Court have done.' Yikes, I was hoping he would have arrested this guy so there would be an easy civil rights lawsuit. He got lucky his Sergeant came out. OH WELL.
