Internet is full of UGC. I can start a web site and that is effectively UGC, so does that mean my website now needs to be approved by the state? How about validation of users and that they aren't a bot for that matter?

Yeah, that's right they are proposing to ban under-18s from social networks, games and anything else where User Generated Content is. The industry will destroy bills like this because they are impossible to enforce without a China style ID verification for each citizen who wants an account on any service.
